Yep. The entire GTAV map is smaller than the body of water between the islands on Just Cause 2. For anyone who has the game, the width of the GTAV map is 8km and the height of the map is ~10km, so feel free to go in-game, set a marker that far away, and see just how long it takes to fly to it.
